SOW / Project – KSSOW 23045 – DABS Click and Collect – DABC – Department of Government Operations – IT/Project

===== Vendors will have until June 16th, 2023 before 3:00PM to submit their bid proposal. =============
All vendor bids that meet the minimum manadatory requirements will be scheduled for a Vendor conference call.
After the vendor conference call, those vendors may choose to edit their proposal and provide a Best and Final bid for scoring.

NOTE: It is anticipated that items and requests may be discovered during the planning phase, changing the project’s scope. Therefore, after the planning phase, a change order reflecting the additional requirements will be considered for items not initially considered in the original proposal or scope of work.

• Agency response to vendor questions is now updated in attachments. Requesting vendor proposals.
• You must separate your proposal into 2 – independent documents.
1st is your technical proposal.
2nd is your cost breakdown proposal.
• Your Technical proposal should encompass the fully completed MMR. You can attach as a separate document but must be included with your bid.
• If you mention your bid cost in your vendor comments or technical proposal, your bid may be disqualified. The technical scoring team cannot know your bid cost until after your technical proposal is
scored.
o for your bid to be forwarded to the scoring team your bid proposal must be submitted as follows. In dotstaff, you will enter your total, not to exceed rate for the project. Then you must submit a
document to break down your expected hours, and hourly rate to equal your NTE in dotstaff.
o You must attach your technical proposal (Including a fully completed MMR) this proposal should not have any mention of cost.
o Vendor comments are welcome but do NOT mention your bid rate.
This project is budgeted and scheduled for a 5 years duration. This is not a guaranteed “Contract”. 5 years is the expected duration but can be closed earlier by the Agency or Vendor with notice. .

Bids will be scored as follows:
20% Vendor all-inclusive Bid cost
15% DABS Ecommerce Requirements and Requests
25% Attachment C2- DABS Ecommerce Experience
15% Attachment c2: Capabilities of Offeror
25% Attachment C3 – DABS eCommerce Scope of Work
